And at first I read that as Secretary Poe (rather than POH) as in Edgar Allen, writing away with his feather pen! Red, white and blue and a sheaf of wheat with crescent moon to boot. Late 19th early 20th c. I believe, Grand No 418 of South Cushing, Maine, 7 7 8" including metallic thread fringe x
