In Unrest, two players are pitted head to head in the asymmetric struggle for control over five City Districts. On the Rebellions turn they select 2 adjacent City Districts, then play 3 total cards: 2 face down and 1 face up. The Empire then gets a chance to use 2 of their Power Tokens.
