I am not certain the date of this painting but would guess mid-to-late 19th century

The swatter itself is a pretty fun one too

with silver painted hand-carved stopper with cross-bar inside

Quite angeliic looking but something in that face suggests to me that she was more than a handful! No message at all on reverse but addressed simply to Oval Thurston of Fountain City (Indiana) and postmarked Dec, 23, 1909 with a nice flag cancellation.
